Contrairement à ce qui a souvent été dit, l'Internet n'est pas le produit positif du libéralisme débridé, de l'esprit d'entreprise privée qui, libéré du carcan des programmes étatiques, aurait réalisé ce que ni les gouvernements ni les grandes institutions n'avaient réussi. Non, la mise en place d'un réseau d'information mondial, fondé sur des normes universelles, est bel et bien le fruit de la recherche publique : Internet est le produit indirect des universités et laboratoires qui non seulement ont inventé la technologie, mais - fait plus rare - l'ont déployée en un réseau mondial opérationnel, au service des chercheurs..
